The objective of this review was to assess the robustness and quality of the processes undertaken by Westland District Council, and Westland’s Working in considering and making decisions on applications for business loans. The review was commissioned by the Council. The review encompassed, but was not limited to, the loan to FT Manufacturing (Westland) Limited. The review assessed the Council’s processes in comparison to good practice in the public sector.
