Figure 21 is a bar graph. It shows (approximately) how much money the eight local authorities budgeted for in 2007/08, and how much they actually spent on capital for their water supplies. Opotiki District Council budgeted for and spent comparatively little. Christchurch City Council spent an amount very close to what it had budgeted (about $8m). The other local authorities each spent $1m-3m less than they had budgeted, except for South Taranaki District Council - it spent much (about $12m) less than it had budgeted for.
